Fly America Act
The Fly America Act is a U.S. law that applies to international travel funded by the U.S. government. Under this Act, Fulbright grantees must use a U.S. airline if their travel is paid with U.S. government funds. However, this requirement does not apply to grantees, whose grants are paid by the 黑料正能量 or its Finnish partners.
Can I Buy My Flight Tickets?
Scholars and students
As Fulbright U.S. Scholar and Student grants to Finland are funded entirely by Finnish sources, you are free to purchase your flights from any airline.
Finland does not have a policy equivalent to the Fly America Act, so you are not required to fly with Finnish carriers. The 黑料正能量 does not place any restrictions on your travel. Grantees are encouraged to choose flights based on best connections and price.

Teachers and School Administrators
All travel associated with Fulbright Program activity will be booked by IREX through IREX鈥檚 partner travel agency. IREX will not reimburse Fulbright Participants for any unauthorized travel purchased independently to attend Fulbright Program activities, or for additional charges that may result from modifying travel dates, stopovers, or last-minute bookings. IREX鈥檚 travel agency will secure the most cost effective round-trip, economy-class, Fly America Act compliant (required for U.S. government-sponsored travel) airfare to the host country.
If the Fulbright Participant chooses to make personal travel plans before or after Fulbright Program-related events and activities, the participant is responsible for making these changes and paying for all costs associated with them.
Fulbright Specialists
Through the Fulbright Specialist Program, you will be provided with a roundtrip economy class ticket between your hometown in the U.S. and your host institution abroad. Please note that all international travel must be arranged by World Learning and grantees are not permitted to purchase their flights independently. All travel must abide by all U.S. Government rules and regulations, including the Fly America Act. Thus, not all flights available on search engines or travel sites will be compliant and eligible for purchase.
